I wrote a 'how I define cyberpunk' thing somewhere, but I seem to have lost it. The short version is: I tend to class it as the kind of tech, and usually some kind of virtual reality stuff, but also the general mood. Ironically, despite the magic, Shadowrun captures this better than the other Cyberpunk RPG I've played, which is Cyberpunk2020 (which is exceptionally 80s).
