i know, and i agree, it would explain the dead ends, the holes, the stair cases the great chasms for no apparent reason, the building with only one way in that everyone can just wander into through the back way.

Hmm. This requires some consideration. Possibly much of it was intended to be a small ornamental maze, but other elements are less easily identified...

Possibly the white tower Rukia is held in (I'm sorry, names of places slipping my mind right now) might be the result of a similar incident to that time in Ankh-Morpork with the salt and pepper shakers?
